Kotlin support for Meson build

I'm looking to add Kotlin support to Meson, specifically the JVM edition of Kotlin, what requirements are needed to achieve adding a new language to Meson? What test cases should I update or add to?

I think for Kotlin you can look at Java and just do what it's done there.
