"meson subprojects" does not recognize wraps from Cargo.lock #15324

Describe the bug
Commands like meson subprojects purge do not look up Cargo.lock, and therefore do not work on wraps from there.
With #15317, this would also affect meson subprojects packagefiles .
Probably, reading the Cargo.lock file should be moved from creation of the interpreter to creation of the wrap resolver.
Expected behavior
meson subprojects purge --confirm should clear all subprojects, including those coming from Cargo.lock.
