Update report hook progress bar

Description

While downloading a file from a URL, the progress gets printed as separate lines which fills up the screen (e.g. run pack -r examples/recipes/v2/peroxisome.json after clearing cache).

It would be good to have a more modern progress bar to notify users and reduce clutter.
