Consider moving `zkllvm-metacraft-circuits` to different directory or even own repository

Currently `zkllvm-metacraft-circuits` lives in `vendor`, although it is not a git submodule. My suggestion is to keep vendor a dir for git submodules only, and move this project to a more appropriate folder.
