Implement Metacom Proxy

This will work as packet forwarding queue in service worker

Metarhia Builder and metacom proxy are pretty coupled.

Here I did 3 PRs
1 - builder that can build for service worker
2 - refactor of metacom to have a single source of truth for all kind of builds - so it can work with builder from the PR above
these 2 are ready for review

3 - metacom proxy - exctly for current issue - special metacom file that runs inside service worker and a special transport for that proxy. Not sure whether it what expected. So I'd say it might be ready for a review
