Remove proprietary license (pytorch#9389)

### Summary
- Removed MTK proprietary header: NeauronAdapter.h from repo. Need to be
downloaded from NeuroPilot Express SDK.\
- Modify license declaration in multiple header.

Fix pytorch#9279
