Please add support for windows ARM64

Since VLC now provides official support for ARM64, could you please update the NuGet package with the arm64 DLLs so we can use it in Windows ARM64 applications?

I think this has become a necessity at this point. I want to use VLC in my project, but unfortunately, it doesn’t support the ARM64 architecture, and I need to build for all three architectures.

Hi, thanks for your interest. This isn't high on my priority list and I personally don't have an ARM Windows device to test.

There will also be new variables to create in the corresponding target files, but I assume that the changes will be minimal (copy/paste mainly)

The main thing that is needed is the release assets for that arch on videolan website. If this is available and has the same structure as the other windows arch, changes should be minimal.
