UCL for configuration?

If the goal is to provide something that fits with FreeBSD conventions, why not use UCL (which is designed for configuration, is in the base system, and is part of an ongoing effort to adopt for FreeBSD base system config) rather than YAML (which is awkward and not used for anything in FreeBSD)?
