Refactor time conversion and index retrieval in planetarypy.pds

- Updated the `convert_times` function in `index_labels.py` to use Ross' fromdoy function.
- Refactored the `get_index` function in `utils.py` to accept a dotted index key, reduing the calling parameter list.
