docs: Relocate status reports to docs/ directory

Move development status reports from root to docs/:
- PRODUCTION-READINESS.md → docs/PRODUCTION-READINESS.md
- TEST-STATUS.md → docs/TEST-STATUS.md

Root directory now contains only:
- Public-facing docs (README, CHANGELOG, CODE_OF_CONDUCT, CONTRIBUTING)
- Tooling configs (CLAUDE.md, package.json, tsconfig.json, .mcp.json)

Keeps root clean and organized per OSS best practices.
