Implement a tunnel expiry extension

Right now, tunnels expire in two weeks, which is hardcoded. Create a @task to extend this. Some places that will need to be modified:
[ ] generate a new JWT with a longer expiration and put it in device's database
[ ] same with device db
[ ] same with api db
