descriptions shouldn't just rephrase element names

This issue is in response to new file type enum content from @Michal-Babins, but all schema contributors including @mslarae13 and myself should all review our descriptions!

There are several file type enum descriptions that almost exactly paraphrase the permissible value name. I'll make a report.
