universal: Update format to spec 0.4.0 with sections.
The block format is now only produced with a new boolean argument to createUniversalHex(). By default the Universal Hex will use "sections" instead, which are smaller, flash quicker, and fix an issue with DAPLink 0234 flashing extremely slow with the block format.
