yarn upgrade not upgrading packages to the latest anymore

To reproduce this 
[] publish a shared library to our npm repo
[] Then cd into any service root which requires the package.
[] Run yarn install
[] Then run yarn upgrade

As expected, the package does not update.
This was working recently and its used inside our task runner to update packages before creating a snapshot so that all production deployments run the latest shared code.
