OTP based Authentication

We are currently in the process of implementing OTP-based authentication for both our App and Web platform, and would greatly appreciate your guidance on a few key aspects.
Specifically, we are looking for assistance with the following touchpoints:

1. Auth Token Creation on Behalf of a User: How can we securely create an authentication token via api on behalf of a user once they successfully verify their OTP?
2. Integration with Microsoft Identity Services: If there are any recommended Microsoft apis or services that could simplify this implementation, we would appreciate information on how to integrate them with our existing platform.
