manifest_new/metadata and manifest_new

I noticed there is a new way of starting the DEV environment with 2 new endpoint that fabric uses to load our package and dev metadata. I saw this because I had trouble running my dev environment.

Is there some way to get notified by these changes? Maybe some changelog?

• DevGateway.exe is updated
• Loading of manifest changed

Should we switch to the new method of loading the manifest?
