Stuck on enroll in Microsoft Edge in microsoft partner center

After register in partner center , in Home -> Account settings -> Programs -> Microsoft Edge ,
click the Get started button

navigate to the link https://partner.microsoft.com/en-us/dashboard/registration/AccountInfo?accountProgram=MSEdgeAddons , the error page always like this . Nothing helpful message display. I have try relogin many times , the error is same.

And i try to use this doc https://learn.microsoft.com/en-us/microsoft-edge/extensions/publish/github to register the partner center , but the login page and Sign-in module has no option to login use github account

I dont know if the doc need update

Addtional : my account is a hotmail account

When i want to support contact some support , i can not fill the issue form, there is no clear tip describe what happend

The Azure AD Directories , I'm not sure what these check and star icons do, but when I click them or the list, the interface partially refreshes and nothing else happens.

Hi Venkat, thanks for your reply . Yes , the issue above now is gone , but another issue occur.
I jump to this link (https://partner.microsoft.com/en-us/dashboard/Registration/AccountInfo?pageName=CP_AccountInfo&navType=next) from partner center-> Account Settings -> Programs -> Microsoft Edge (click the Get started link)

In the form page, I try to fill all the form field , and submit the form

but after the submit action end , the page just had a reload , with nothing happend, i was jump to the form page again and again , i try a few times , the result is same, I can still not submit the from . No error code show in the page.

I finally resolve the issue , the key point is that the State/province field should fill a short code fomat. I read this post https://learn.microsoft.com/en-us/answers/questions/1243829/about-how-to-register-microsoft-developer-in-china and pass the form submit.
