Steps to reproduce

I don't remember exactly which update it was after, but PowerToys no longer runs at Windows startup even when the "run at startup" feature is enabled. I have to run it manually every time.

✔️ Expected Behavior

Program loads at startup and runs

❌ Actual Behavior

program doesn't load and must be manually started from start menu with admin privileges despite both being on via settings already.

Note - PowerToys has experimentation on, AVG internet security (PT is enabled for startup), PC Manager, Phone Link, M365 Copilot, Files, TranslucentTB, Discord, EarTrumpet, Mobile devices, Copilot (nonM365), Canva, Samsung Printer, Logi softwares, RealTekSvc, NVIDA Settings, Intel Driver and Support Assistant, Acer Care Center (some of these cannot be disabled from startup)

GitHub related software, also issue on startup

I also have this issue with another program that should run on startup that doesn't; CopyQ. We've not figured out what the cause of that is either (from their support)
