Add an option to remove the "NEW" label from the utilities pane #45422

This feature would allow the user to remove the "NEW" label next to the utility for a fresh look
Scenario when this would be used?
The user would already know that its new, and wouldn't want to see it every time they open PT settings(but can keep the label by not clicking the "Remove 'NEW' label")
