reboot needed for machine 1's mouse to transition to machine 2

Steps to reproduce

1. Machine 1 is Surface Studio on thunderbolt dock with internal screen active and external monitor (physically and in windows arranged above internal display).
2. Machine 2 is Surface Laptop Go 2 without external monitor.
3. MWB Setup is: Machine 2 is at top, Machine 1 is directly below.
4. Undock Machine 1
5. Redock Machine 1

✔️ Expected Behavior

MWB allows machine 1 mouse to travel to machine 2

❌ Actual Behavior

When using Machine 1 mouse I get stopped at top of machine 1 external monitor without moving to machine 2.
When using Machine 2 mouse I can travel between machine 1 and machine 2 freely.
