Bing Search API retirement causes Web Chat enabled deployments to fail #978

Description

Bug Details

When enabling the Bing Search integration via the ENABLE_WEB_CHAT parameter, the deployment produces an error because Bing Search APIs have retired and can no longer be deployed (retirement notification). Organisations should be moving to the new Grounding with Bing Search capability (not yet supported by this accelerator).

Error Message:

Deployment of new Bing resources is unavailable. If you want to leverage search results with LLMs, refer to the new Grounding with Bing Search product. You can learn more at aka.ms/AgentsBingDoc. For additional questions, please contact [email protected].

Steps To Reproduce

  1. Enable the ENABLE_WEB_CHAT parameter and deploy.
  2. Notice console error several minutes into the deployment. Deployment fails.

What is the expected behavior?

Expecting Bing Search resource to be deployed, however due to the recent API retirement that will no longer be possible, in favour of switching to Grounding with Bing Search.
