Update Exercise 3.3 -- Use Federated Credentials

We updated exercise 3.2 to use federated credentials rather than pasting in a client secret. Exercise 3.3, however, creates a service principal and we paste in the client secret. Update the instructions and process to use federated credentials for this exercise as well.
