Here is a link to a very helpful step-by-step installation tutorial on the Canonical website. It covers each and every step to set up WSL for first time by activating (Windows Features) or installing (from MS Store). Then shows how to install Ubuntu (also from MS Store or download) complete with update procedures. And finally adding a couple of Linux GUI apps.
It answered a couple of questions I did not find answers to here.
