A GitHub pipeline task (ie. actions/winapp-cli that can handle setup (download), caching, running commands)

We could use a simplistic approach, so a simple "Setup" task. It just downloads a version of the tool and adds it to the path. You then call its commands just like anything else. This approach decouples one thing from another. If there is a new functionality on the CLI, all you need to do is pick up the latest version and call it. You don't need to wait until it is implemented in the action, with strongly typed properties, etc. This is what dotnet cli uses (https://github.com/actions/setup-dotnet), many others, like node (https://github.com/actions/setup-node), etc. We can also share the code that we already have on the msstore cli for this, which supports ADO and GHA (https://github.com/microsoft/microsoft-store-apppublisher)
