[Bug]: Sandbox's Windows uses locale, not display language

Steps to reproduce the bug

1. Set "Language for non-unicode programs" (under Time & Language > Language & region > Administrative language settings) to e.g. Japanese (Japan)
2. Set Windows display language to e.g. English (under Time & Language > Language & region)
3. Open Windows Sandbox
4. Observe the display language within the environment is Japanese, not English.

Expected result

Sandbox environment should use the host system's display language as it's own display language.

Actual result

Sandbox environment uses legacy system locale for it's display language.

I am also having this exact issue, also with Japanese as the non-Unicode language. I am running a different build of Windows, so I thought I'd chime in. Here's what my Settings app looks like under Windows 11 21600.7462:

I am able to work around this issue by:

1. Start Sandbox
2. Press Win + I to open Settings
3. Search for "lang", choose top option
4. Change the first option to English and don't click the button that pops up (it will delete your sandbox instantly)
5. Restart the Sandbox from the Start menu
