Why can't I use WinDbg to debug a dotnet project which relies on Windows SDK?

Describe the bug

I am trying to investigate a heap corruption issue in a project but windbg kept stopping early due to CLR exceptions

To rule out my own code, I created a blank new project and I still get the issue

Steps to reproduce the bug

1. I will attach the sample project below

@catmanjan I believe the way you are having windbg launch and debug the app is launching it as if it is an unpackaged app (just running the exe). If your app is packaged, that would fail. You will need to launch it like here for packaged apps.
