How DataContent behaves when send to OpenAI ?

As I understood, DataContent contains base64 of my image (for example .png file).

When I create ChatMessage with TextContent and DataContent, does this base64 is uploaded first to OpenAI Files API and the reference to the file is used during inference or whole base64 is included into input token calculation ?

It goes as part of the inference request and would be included into the token calculations.
