Here's the issue:

When using a TS apphost, this is setting the CWD of the RemoteHost server:

aspire/src/Aspire.Cli/Projects/PrebuiltAppHostServer.cs

Then in the PipelineOutputService it uses the CWD if an output path isn't passed in:

I can think of 2 approaches to fix this:

1. change the PipelineOutputService to use the AppHost path instead of CWD
2. we make the CWD of the RemoteHost server to be either the apphost.ts folder (or the CLI's CWD). we still generate appsettings.json is crazy "bundle-hosts" directory under $HOME. we pass the RemoteHost server a new env var to where it can load its appsettings.json file from. and change RemoteHost server to load appsettings.json from the new env var
