Add full KEDA Operator Log to ContainerAppSystemLogs_CL

This is rather a missing feature than an idea. When you are using KEDA scalers in Container Apps you can search in the ContainerAppSystemLogs_CL table with EventSource_s == "KEDA" to get logs from KEDA scaler. However, you don't get the full KEDA Operator logs. I have already discussed this with a Microsoft Support person who verified that this is a missing feature and that it is already shared with Azure Container Apps Product Groups but I wanted to also mention it here and get any updates or progress on the issue.
