Repos: Contextual code suggestions on pull requests

I'd like to propose a feature enhancement for the Azure DevOps MCP that enables creation of code suggestions within pull requests, specifically referencing individual lines of code in the PR. The MCP currently has a tool to be able to add a comment, but it looks like this just creates a comment on the PR that is not tied to lines of code.

A possible use case for a feature like this is creating local commits and then using the MCP to create suggestions on a PR from them. I use the suggestion feature in the Azure DevOps Web UI heavily, so the ability to do this via the MCP would be very helpful.
