[enhancement]: Running inline c# with dotnet 10

There's probably already a feature request for this, but I couldn't find anyone, so here goes!

Just as it's possible with powershell and bash to run inline-scripts, the same should now be doable with c# in dotnet 10: https://devblogs.microsoft.com/dotnet/announcing-dotnet-run-app/

Just curious as a stop gap, could you run dotnet run file.cs in a PowerShell task?

@DaleyKD we use template pipeline in a separate repo that the actual pipelines extend from. Files in the template repo are not accessable afaik.
