Remove deprecated Azure Spring Apps tutorial

Azure Spring Apps service has been deprecated and should no longer be promoted in the tutorial list. This commit removes the tutorial to prevent developers from using a deprecated service. - Delete helloworld-spring-apps.json tutorial file - Tutorial list will now only show active Azure services (Web App, Function App, Container App, OpenAI)
