Add new packages to allowed names in npm banned types

The assertion is not a rule, so it cannot be bypassed in DT config.
- 'download-git-repo'
- 'download-package-tarball'

Both are published to NPM registry already.

DefinitelyTyped/DefinitelyTyped#56875
