How should ebpf extensions be distributed?

There is a bug to add an installer for ntosebpfext: microsoft/ntosebpfext#118 , but generally this discussion is about a distribution mechanism for extension drivers to ebpf.

• Should they be bundled as optional subcomponents of ebpf for windows installer ?
• Should they be distributed as a separate msi / package ?
• Should the developer of ebpf programs based on these extensions distribute them with the ebpf program itself ?

(Though this belongs in microsoft/ntosebpfext repo, I couldn't find a discussion tab there, hence posting it here)
