Upstream bpftool changes from fork to libbpf/bpftool

Currently ebpff-for-windows consumes the following bpftool fork: https://github.com/dthaler/bpftool-1. Ideally we should try to upstream these changes to https://github.com/libbpf/bpftool, and once that is done, use the upstream bpftool repo.

This discussion is to come up with list of action items for upstreaming the windows specific code changes.

@dthaler do you have any ideas how we can start with the upstream work?
