Convert tests from Karma to Playwright

Description

We should have all of our browser testing as a single solution, Playwright.

The packages currently not using Playwright are @microsoft/fast-element and @microsoft/fast-router. This can be split into multiple PRs until we have converted all tests and then removed Karma.
