Facing issue when set the time in Time picker control of Fluent UI - PCF

I am using Time picker control of Fluent UI in my Virtual PCF control.
I am trying to set time to Time picker while on a load of PCF control. But still, after loading the control it is showing the current time only. Please find the below source code that we have used to set the hard-coded time value to the time picker.

I cross-verified the time value which is already set by the above code by printing the time picker value on the entity form as shown screenshot below, it will get me the same value that I have set however it will reflect on the UI (Time picker) part.

Please suggest to me if anyone has a solution to the above problem.
