fix(scripts): enable JSON log output for lint:version-consistency (#1033)

## Description

Enabled structured JSON log output for the `lint:version-consistency`
npm script by adding `-Format Json` and `-OutputPath` flags to the
*Test-ActionVersionConsistency.ps1* invocation in *package.json*. This
aligned the script with the **JSON output pattern** already established
by `lint:dependency-pinning` and `lint:permissions`, which write results
to the *logs/* directory.

The underlying PowerShell script already supported these parameters —
only the npm script definition required updating. The output file
follows the `logs/{descriptor}-results.json` naming convention at
*logs/action-version-consistency-results.json*.

## Testing

- Ran `npm run lint:version-consistency` and confirmed
*logs/action-version-consistency-results.json* was created with the
expected schema (`Timestamp`, `MissingComments`, `Violations`,
`MismatchCount`, `TotalActions`).
- Verified the script still exits non-zero on mismatch as before.
