WinUI open source template ideas

On today's and previous community calls, I chatted that I hope that the WinUI team will be able to follow the Microsoft C++ Standard Template Library project governance or the DirectX Toolkit project. Here are links to those two projects so that other community members can see how Microsoft manages complex, high-skill-level required projects. The process for both projects seems successfully filter out trolls and malcontents while getting really excellent features and feedback from the community.
