Onnx Release version not going to update in VERSION_NUMBER file

Dear Team,

I am able to see current release tag as v1.22 at root level.

I want to understand why this version not updated in VERSION_NUMBER.

This may create discrepancy.

And the main branch's VERSION_NUMBER file has 1.23.0
All look good
