Feature flag needed for service account linking

We recently changed how service accounts link and are used on
GitHub; the "june" branch diverges the experience and feature flags
are needed:

• a flag, whether to enable linking service accounts
• a flag, whether service accounts should be able to join orgs

This issue has been identified as stale because it has gone 30 days with no activity.
