tick: API refinement

In #106 PR we merged the tick crate to main. We should address the additional feedback:

• Should the types under tick::fmt module implement Deref for easier manipulations?
• Should ClockControl expose ClockControl::rewind method?
• Implement proper behavior for timers on rewind (tick: ensure timers are behaving consistently of rewind #136)
