Fig completions and VSCode Terminal Suggestions

VSCode Terminal Suggestions are in Preview. These are driven by Fig completion specs. The PR I submitted is really old and out of sync now.

Can someone from MSFT please

1. Get VSCode team to include the pac completion spec, so that it is available in the terminal Intellisense. The current list is at https://github.com/microsoft/vscode/tree/main/extensions/terminal-suggest
2. Update the completion spec in Fig autocomplete repo to match the current version of pac

I think that autocompletion in VSCode terminal will be a huge productivity booster. The alternative is offload this to Copilot and let it construct the right command.
