Keyboard accessibility causes blockly to crash

Use keyboard accessibility to bring the block to the insertion point. Half way through the insertion (without inserting) try using mouse for flyout.

Repros on beta but has been fixed in microsoft/pxt#10596.

There's also a related issue with some keyboard actions before confirming insert that isn't fixed on that PR but expected to be worked on soon by blockly: RaspberryPiFoundation/blockly-keyboard-experimentation#534
