Create custom action

I am wondering if there is way to make PowerShell function as an action, and bind it with hotkey.
I tried to do that but because command property of the action needs action which should be from the list of the actions. I couldn't add a custom one. I don't know if that right or there is a bug with that.
Please, let me know if there is way to do that. if now I think it will be a great feature to add an custom action.
