Unable to install, due to 0x80070005 Access is Denied error

I am trying to install Windows Terminal on a windows 10 machine, but, whatever method I try I get the 0x80070005 Access is denied error.

I am running Windows 10 22H2 build 19045.2604.

I tried installing:

• From the Microsoft Store
• By double clicking the .msixbundle downloaded from this github
• By running Add-AppxPackage from Windows Powershell (before and after installing the VC++ v14 Desktop Framework Package)
• By using winget

All fail the same.

I tried through Powershell 5.X and 7.X Admin terminals.

Nothing seems to be working.

The reason I am going through all this trouble is, when I install Powershell 7, I still get a "legacy looking" console Window and am unable to access the "down arrow" settings menu for Powershell.

I am truly lost as to how to fix this problem, so if anyone has any idea, I am open to suggestions.
