Windows Notification on Bell

Description of the new feature

Current bells can be audible, have the window flash, or have the taskbar flash. I would propose adding an option to have a Windows notification for them as that may get my attention better 😅

There was #14425 in the past that tried something similar, though that was to allow sending explicit notifications. This is a much simpler idea

well there is:

• terminal activity indicator/alert when in background #7955
• Send Desktop Notification via VT Sequence (OSC777) #7718
• Notification after a long running command finishes #6372

but I don't think any of those are explicitly "bellstyle": "notification"

I coulda swore we spec'd that at one point?

@crutkas This ask is more important now that people are using terminal bells on Mac in order to have claude code and github copilot cli let them know when it's done.
