Create Function App has a missing activity child #4849
Description
Create Function App is missing an activity child. Basically the entire activity will show as progressing, but there will be no activity child progress for part of it. This leads to a weird UI experience for users where it's not obvious what sub step the command is on... also the total time will end up being off when summing up the activity child times. We should figure out which step needs enumerating and make sure it gets added as an activity child.
