Error occurs when executing "Refresh" action on a collapsed function app for the first time

Repro Steps:

1. Expand "Function App" node -> Right-click one function app and execute "Refresh" action.
2. Check whether succeeds to execute "Refresh" action without any error.

Expect:
Succeed to execute "Refresh" action without any error.

Actual:
An error occurs.

More Info:

1. This issue does not reproduce when executing "Refresh" action again on the same function app.
2. This issue does not reproduce when executing "Refresh" action on an expanded function app.
