“Learn more” link for Azure Functions Remote Debugging navigates to App Service documentation

Repro Steps:

1. Enable the setting "Azure Functions: Enable Remote Debugging".
2. Right click one Linux Node.js function app -> Select "Start Remote Debugging" -> Click "Learn more" button from the appeared dialog.
   
3. Check whether the “Learn more” link navigates to an Azure Functions–specific webpage.

Expect:
The “Learn more” link navigates to an Azure Functions–specific webpage.

Actual:
The “Learn more” link navigates to an Azure App Service webpage instead.
